Should you have any questions or require further clarification regarding these Terms, please contact our Customer Service Center.

- 5-2. Members may load funds into their account using methods designated by the Company.
- 5-3. The Company may impose upper and lower limits on the amount that can be loaded via each funding method. Such limits will be published on the Company’s website.
- 5-4. Account Usage and Conditions
- Upon approval of an application, the Company will establish an account in the name of the individual or corporate Member.
- Members acknowledge that this is an electronic money account and does not involve the handling of cash or securities. The use of a PMC card to obtain cash, including after purchasing electronic money or cryptocurrency, is strictly prohibited.
- By opening an account, the Member agrees to be bound by the then-current Terms of Use, fee schedule, and Privacy Policy.
- Members may apply for PMC cards linked to their account. However, the Company shall not be held liable if the card issuer or any affiliated operator declines to issue a card.
- Members must comply with the laws and procedures of their country of residence when purchasing and depositing electronic money into their account. Detailed instructions on acceptable payment methods and procedures are available on the Company’s website.
- When depositing funds, Members acknowledge that the net amount—after applicable fees depending on the payment method—will be credited to their account.
- The Company may set limits on the deposit amount for each payment method. These limits will be disclosed on the Company’s website
- In cases where a Member funds their account via credit card and a chargeback is later initiated by the card issuer, the Member agrees that the corresponding value of electronic money will be deducted from their account. Should this deduction result in a negative balance, the Member is required to promptly repay the outstanding amount.
- As a general rule, up to three PMC cards may be issued under the same Member name.
- 6-1. Members may use their prepaid cards to make payments, provided such transactions do not exceed the available balance in their account.
- 6-2. Applicable transaction fees may be charged. Any transaction that exceeds the Member’s available balance will be automatically declined.
- 6-3. As a general rule, transactions that have been certified and confirmed by the Member cannot be canceled or refunded.
- 7-1. Members are solely responsible for the proper management of their login credentials and passwords.
- 7-2. In the event of suspected unauthorized access, the Member must immediately change their password and notify the Company without delay.
- 7-3. Cardholders must exercise due care and diligence, as would be expected of a prudent manager, in safeguarding information related to card usage, including PMC cards and associated PINs.
- 7-4. Cardholders acknowledge that they bear full responsibility for any damages they incur as a result of failing to comply with the above obligations.
- 7-5. If a cardholder transfers or lends their card to another person, or discloses their PIN—either intentionally or through gross negligence—they accept full liability for any resulting damages. Gross negligence includes, but is not limited to, writing down the PIN in a manner that makes it visible to others, or leaving it exposed after entry.
- 7-6. In the event a card is lost or stolen, the cardholder must report the incident to the Company as soon as the loss or theft is discovered.
- 7-7. Upon receiving notice of loss or theft, the Company will promptly deactivate the affected card and freeze the associated card account.
- 7-8. Following the report, the cardholder is required to cooperate fully with the Company or any third party designated by the Company in investigating the incident. Such cooperation includes, but is not limited to, the submission of necessary documents for compensation procedures, such as police reports, affidavits, or incident confirmation forms issued by public security authorities in the jurisdiction where the card was used.
- 8-1. The Company reserves the right to suspend transactions and freeze Member accounts without prior notice if unauthorized use or suspicious activity is suspected.
- 8-2. If unauthorized use occurs as a result of the Member’s negligence, the Member shall bear full responsibility for any resulting losses or damages.
- 9-1. The prepaid card issued under this Service is referred to as the “PMC Card.”
- 9-2. PMC Cards are issued by King Luster Limited, a corporation established in Hong Kong (the “Card Issuer”), and are managed and operated by the Company.
- 9-3. A PMC Card becomes valid upon the Member’s agreement to the Terms of Use and successful completion of the prescribed issuance procedures
- 9-4. The transfer of PMC Cards between Members or to third parties is strictly prohibited, except in cases specifically permitted under the Service—for example, designated family members.
- 9-5. A “Card Member” refers to an individual or corporate entity that has agreed to these Terms and holds a valid PMC Card.
- 9-6. A “PMC Card” (or simply, “Card”) refers to both virtual and physical prepaid cards issued by King Luster Limited for use by Card Members.
- 9-7. By completing the card application on the Company’s designated website, applicants are required to submit the documentation specified by the Company. The applicant is deemed to consent to the Company’s collection and third-party processing of their personal information for identity verification, residence confirmation, and credit evaluation.
- 9-8. Applicants agree not to dispute or object to the Company’s decision regarding card issuance.
- 9-9. Upon successful completion of the application process and approval in accordance with the Company’s review standards, the applicant shall be recognized as a Card Member and will be eligible to use the Card.
- 9-10. By using the Card, the Card Member is deemed to have agreed to the Terms of Use, Privacy Policy, fee schedule, and other applicable provisions in effect at the time of use.
- 9-11. As a general rule, only one account shall be maintained under the same name.
- 9-12. Members acknowledge and agree that the issuance and use of the Card shall not be for purposes of misuse, including but not limited to converting electronic money or cryptocurrencies into cash or engaging in money laundering activities.
- 10-1. Members may use their PMC Card to purchase goods and services at MasterCardaffiliated merchants, provided the transaction amount does not exceed the available balance in their card account. However, the Member acknowledges that use may be restricted due to local regulations or contractual limitations between the merchant and the MasterCard network in the relevant jurisdiction.
- 10-2. Subject to confirmation of sufficient balance, Card Members may withdraw local currency at ATMs or financial institutions displaying the MasterCard logo. Applicable exchange fees and transaction fees will be automatically deducted from the card account at the time of withdrawal.
- 10-3. Each transaction is subject to upper and lower limits as determined by the merchant, financial institution, or card operator. Transactions exceeding these limits may be declined.
- 10-4. Card Members acknowledge that transactions may be declined or the use of the card suspended at the discretion of the merchant, Card Issuer, or the Company. Except as otherwise required under applicable Hong Kong law, the Company assumes no liability for any resulting losses. Disputes with merchants must be resolved directly with the merchant, and Card Members shall have no recourse against the Company or the Card Issuer in such matters.
- 10-5. Certain merchants, such as hotels or car rental agencies, may authorize and temporarily hold an estimated amount on the card to cover anticipated charges. This amount may remain frozen for up to 30 days and will be applied to the final settlement. If actual charges exceed the estimate, the difference may be charged separately.
- 10-6. If online authorization cannot be obtained from the Company or Card Issuer at the time of the transaction, the transaction will be declined. In the event of a cancellation or invalidation of a completed transaction, refunds will be processed only by crediting the card account. Cash refunds or other forms of direct reimbursement to the Card Member are not permitted.
- 10-7. Certain transactions may require the input of a PIN. When a correct PIN is entered, the transaction is deemed authorized by the Card Member.
- 10-8. If, for any reason, a transaction exceeds the card account balance, the Card Member acknowledges their responsibility to repay the shortfall. The outstanding amount will be automatically settled using future deposits or the balance of any linked account.
- 10-9. If the outstanding balance remains unpaid for a reasonable period, the Company reserves the right to suspend card usage, close the card account, and take legal action or other necessary steps to recover the unpaid amount.
- 10-10. Cards are valid until their expiration date. Card usage beyond the expiration date is not permitted.
- 10-11. Balance transfers from an old card to a newly issued card under the same holder's name may be conducted after the new card is activated.
- 10-12. Balance transfers must be completed within six (6) months from the date of card renewal (the “Renewal Period”). Transfers from expired cards may take one (1) month or more, depending on the Card Issuer’s procedures.
- 10-13. If the card is not renewed within six (6) months from the Renewal Period, the old card and its remaining balance will expire. In such cases, balance transfer to the new card will not be possible, regardless of the remaining balance.
- 10-14. For security purposes, the Card Issuer may conduct transaction history reviews and other investigations. When contacted by the Company, the Card Member agrees to promptly review and confirm transaction details and to cooperate fully in the inquiry.
- 11-1. In the event that (i) a card has expired, (ii) a card is damaged to the extent that it is no longer usable, or (iii) a card is lost or stolen, the Company may, upon the Card Member’s request, reissue a card with a new card number. Upon initiation of the reissuance procedure, the Company will deactivate the original card and freeze the associated account.
- 11-2. Card Members acknowledge that card reissuance may take a significant amount of time. In cases involving loss or theft, the balance from the original card account will only be transferred to the new card account after the Company or the Card Issuer has completed an investigation into possible unauthorized use.
- 11-3. The Card Issuer and the Company reserve the right to suspend or deny any request for card reissuance at their sole discretion.
- 11-4. The Card Member agrees that the Company shall not be liable for any damages or losses incurred as a result of a change in the card number associated with the reissuance of a card.
- 12-1. A Card Member may request voluntary cancellation of their card at any time by contacting the Company’s Customer Service and completing the prescribed procedures.
- 12-2. Upon voluntary cancellation, the Card Member must discontinue use of the card and, if requested by the Company, confirm that the card has been rendered unusable.
- 12-3. The Card Member acknowledges that upon voluntary cancellation, the card account will be frozen. Any remaining balance will be applied to settle transactions made prior to cancellation, and no refund will be issued. Therefore, Card Members are advised to verify and clear their card balance prior to initiating cancellation.
- 12-4. The Company reserves the right to immediately cancel a card and freeze the associated account if any of the following conditions are met:
- The Card Member is found to have engaged in unauthorized use of the card.
- The Card Member violates these Terms of Use.
- The personal information provided at the time of application or via the Company’s or Card Issuer’s platform is determined to be inaccurate or incomplete.
- The PMC Card is used in criminal activity, including but not limited to money laundering, in violation of the laws of Hong Kong or the jurisdiction of use.
- The Card Member makes defamatory or damaging statements against the Company or the Card Issuer (including online or public forums), significantly hindering business operations.
- The card or card account is subject to legal seizure under the laws of Hong Kong or the Card Member’s country of residence or card usage.
- The Company deems continued use of the card to be legally or socially inappropriate or harmful.
- The Card Member purchases electronic money or cryptocurrency and uses the PMC Card to convert it into cash.
- 12-5. In the event of forced cancellation, the card shall be rendered invalid and the card account shall be closed.
- 12-6. If a Member fails to log in to their account for a period of two (2) years, the card and account will be automatically canceled. The Member agrees to forfeit any remaining balance at the time of such cancellation.
- 12-7. If the card is forcibly canceled due to unauthorized use or related misconduct, the individual shall be permanently barred from reapplying for account registration.
- 13-1. The Company collects and stores the personal information of Card Members and prospective Card Members as necessary for business purposes. All information is stored and managed with the highest level of security reasonably achievable.
- 13-2. The Company will not disclose personal information to third parties except under the following circumstances:
- When disclosure is required under the laws of Hong Kong or the British Virgin Islands (BVI).
- When disclosure is mandated by lawful orders issued by judicial authorities in Hong Kong, BVI, or other relevant jurisdictions.
- When outsourcing part of the Company’s business operations to a third party. (In such cases, the Company shall obtain written assurances from the third party regarding their obligation to maintain confidentiality of the personal information.)
- When the Company deems disclosure necessary for the benefit of the Card Member or to facilitate business operations, provided that the Card Member’s explicit consent has been obtained.
- 13-3. Card Members may request access to their personal information held by the Company. Any costs incurred in processing such requests shall be borne by the requesting Card Member.
- 13-4. Card Members consent to the Company and the Card Issuer registering or referencing their personal information with credit information agencies affiliated with either party.
- 13-5. Card Members acknowledge and agree that the Company may share personal information with governmental authorities, central banks in BVI, Hong Kong, and other relevant jurisdictions, as well as with public agencies under their supervision, for the purposes of crime prevention, anti-terrorism efforts, and anti-money laundering compliance.
